What is the issue?

Will South Carolinians be able to obtain financing for energy efficiency and renewable energy projects from local governments or the state’s utilities?

How would it affect South Carolina?

Legislation is moving through both houses that would allow electric and gas utilities to voluntarily make loans to homeowners for weatherization and upgrading to more efficient heating and cooling systems. The homeowner would repay the loan over time on the utility bill.

A second bill that would allow municipalities and counties to issue bonds to make loans for energy efficiency/renewable energy projects is expected to be introduced soon. In this case the loans could be available to both businesses and residents and would be repaid on the property tax bill.

What can you do about it?

Contact your legislators and ask that they support S.1096 and H.4472 allowing utilities to finance homeowner energy efficiency upgrades.

Let your legislators and municipal government know that you support the creation of voluntary EE/RE Municipal Financing Districts.
