Charleston County Comprehensive Plan


Talking Points

When you address County Council at the public hearing, we recommend that you urge them to prioritize these suggestions in the Comprehensive Plan:

  • Incorporating resilience and flood mitigation goals in every chapter
  • Pursuing land use regulations that prohibit the use of fill material to raise the elevation for new development sites
  • Coordinating with all municipalities on an official Urban Growth Boundary line and securing the boundary in perpetuity
  • Encouraging connectivity between existing developments and neighborhoods and incentivizing the creation of multi-use paths or access roads to provide greater connectivity and movement
  • Exploring opportunities that take advantage of our surrounding waterways by planning and implementing a regional commuter ferry service
  • Encourage alternative waste management solutions such as commercial compost collection that save landfill space, reduce methane emissions, create jobs, and save tax payer dollars
  • Creating a citizen-driven planning effort for a Johns Island Plan like Plan West Ashley
  • Collaborating with the local municipalities to draft community plans for Edisto Island, Mount Pleasant, and Awendaw
  • Compiling an inventory of developable properties within the Urban Growth Boundary that is accessible to the public and will guide new development to appropriate areas where infrastructure is located
