What’s the History of the Tickton Hall Property? The developers twice attempted to upzone and annex Tickton Hall into Ridgeland, once in October 2023, and again in May 2024. The annexation and upzoning would allow the developers to gain additional development rights that they do not currently have in unincorporated Jasper County. Earlier plans called for over 3,000 homes and up to 75 docks. Thanks to the community’s advocacy, the Town Council’s decision was postponed in order to update the Town’s comprehensive plan and conduct a feasibility study. Since then, the feasibility study, conducted by the firm Raftelis, revealed that such a large development on the Town’s periphery could be costly. For example, Raftelis noted that meeting public service requirements with upfront staff, operating, and capital could result in a 40% deficit of current annual spending. You can read more here.
The Current Proposal & Latest News While slightly reduced, the 2025 development proposal still represents significant concerns as it envisions upzoning this rural area with no existing infrastructure to accommodate over 2,000 homes, over 50 docks on Euhaw Creek, and 250,000 square feet of commercial space. The Risks of Annexation A development of this magnitude will have major impacts to the environment and quality of life for Jasper County residents. Highway 462, Snake Road, and Highway 170 are already suffering from traffic congestion, and this scale of development will generate a significant number of trips to these regional routes. Moreover, the developer is proposing the first 120 lots on septic tanks with plans to build an on-site “package plant,” or private wastewater treatment facility. Very little information has been provided about the operation and maintenance of the package plan system, such as where it will be sited, and where treated wastewater will be discharged.
